On the same floor as the palace are a bath and a bakery oven.
In a castle these are not luxuries, or not only luxuries. A fortress is a machine for being surrounded, and the thing that actually breaks a surrounded garrison is rarely the wall — it is bread, water, disease and boredom, in roughly that order. A bath and an oven inside the walls are two of those four answered.
The bath also tells you the same thing the fountain does. Whoever built this expected the castle to be lived in properly, not merely held.
